Although the higher education system reforms smoothly, however, there exist a series of problems and shortcomings in some colleges and universities in the actual running process, for example, professional settings can not effectively adapt to the development of our national or local economy, or can’t meet the needs of the adjustment of the national or local industrial structure. Long-term traditional educational mode lead to the increasing assimilation of target, disciplines and professional structure, leading to the weakened core competitiveness of institutions of higher learning; Due to the lack of crossover and integration between professions, the specification of characteristic speciality is too narrow, which directly affects the students’employment problem after graduation and reduces their social adaptability. In recent years, with the local industrial structure changing, local colleges and universities, especially local industry universities are experiencing a very serious test. College expansion, the scale of higher educationis been increasing, while the population of the right age of higher education showed a trend of decreasing year by year, and the demand for talent is becoming more andmore fierce competition, and this will lead to many local colleges and universities meeting the problem of how to attract more students in building a professional structure, if not, it is a question for the survival and development of these colleges. Moreover, the large-scale enrollment in local colleges and universities in recent years results in the trouble of the low local industry university graduates employmen and problems in application and ability to adapt to society training talents. Therefore, on this basis, the further adjust to its professional structure layout, has become the current priority of ourhigher education development.In order to be able to properly deal with this problem, the author, according to the higher education management, education ecology, theory of general education, and in2010the ministry of education issued the national medium and long-term education reform and development plan for (20102020),with a large number of retrieval, on the basis of domestic and foreign research literature, states a series of concepts for local industry university profession, set of disciplines and specialty adjustment and structure and illustrtaes several industry in shaanxi province in colleges and universities to carry on the analysis research, and studies the structure and layout of local industry in our province colleges and universities undergraduate and the characteristics of the deficiencies, the principle of professional structural adjustment and adjust to the idea, and then discusses the provincial local industry structure and layout of colleges and universities undergraduate countermeasures, pointed out its development in today’s society situation.The technical route taken by this paper is mainly qualitative analysis, this paper firstly establishes a research framework, then determines the research approach, secondly by collecting information and data, it carries on the empirical analysis according to the data, finally came to the conclusion. Besides, a great innovation of this article is the introduction of the model to analyze demographic factors affecting the local colleges and universities undergraduate industry adjustment and obtained by prediction of population and the trend of the development of the enrollment plan in the next10years, through the coupling model, it concludes that in the near future, the gradual reduce of the higher education of school-age population and the gradual increase of the scale of higher education enrollment will conflict. what is likely to happen in the future is that many non-characteristic specialty in local colleges and universities undergraduate industry faces a recruitment difficulties, which will make many characteristic of common colleges and universities face the risk of closing. The conclusion is further validated, and colleges must be in line with local industry to establish the concept of characteristic specialized subject, undergraduate major structure layout adjustment actively, and improve their own comparative advantages, thus walk further in the characteristic development of higher education.
