However, the planof the children studying in the U.S.A. had existed many problems in the processmanagement, the Qing government considered children affected by western culture,eventually to ask back this group of children. Thus students after returning back still hadmade a great contribution to modernization. The Qing government organization did not complete the original plan of study, and the Qing government failed to make Chinabecome a world power. Advocates of the westernization movement of the late QingDynasty and Qing Dynasty government needed those overseas students to learnadvanced western technology in order to protect their traditional feudalism. Yet, in thestudy abroad, they were not willing to let the students get the western culture and valuesystem which may impact and threat the traditional feudalism.
