After the second Opium War, China is in the key period of social and culturaltransformation. In the meantime, the Qing government was corrupt and incompetent,isolating the country from international intercourse. After the second Opium War, underthe Western oppression of brutal force, China was forced to start accepting the westernculture and Qing government began to send children abroad to study Western scienceand technology, hoping that this group of students could become the urgent need oftalent after returning back. This plan should continue fifteen years as required. However,Qing government withdrew these children in advance in fear of corrupt abuses. Theevent of sending Children to study in U.S.A. happens at the critical period of transitinginto modern times from feudal society and from this point; it is due to theincomprehensive study of western scientific technology and social system thatmodernization did not make China a powerful nation like Japan. Similarly theconception of emphasizing implement technology unilaterally is narrow-minded.There are many reasons that the plan to succeed sent Chinese children studying in theUnited States, first is the objective historical condition at that time forced the Qinggovernment to send children to study in the United states. Then it’s the core charactersof RongHong and the Qing Dynasty Westernization, Zeng Guofan,Li Hongzhangcontributed to the completion of the project. Finally the "Burlingame treaty "signed isthe legal guarantee for children studying in the U.S.A. successfully. However, the planof the children studying in the U.S.A. had existed many problems in the processmanagement, the Qing government considered children affected by western culture,eventually to ask back this group of children. Thus students after returning back still hadmade a great contribution to modernization. The Qing government organization did not complete the original plan of study, and the Qing government failed to make Chinabecome a world power. Advocates of the westernization movement of the late QingDynasty and Qing Dynasty government needed those overseas students to learnadvanced western technology in order to protect their traditional feudalism. Yet, in thestudy abroad, they were not willing to let the students get the western culture and valuesystem which may impact and threat the traditional feudalism. It takes a long processfor the modern times generation to accept those advanced western matters.Chineseexperienced a lond process of understanding in the near modern period, specifically it’sfrom the shallower to the deeper, from the outside to the inside, from the device to thesystem, and these has told us any class which strive for Chinese modernization process,had no way to escape the economic base and must have to adapt with the superstructureof the scientific principle. The event Children studying in U. S. A. left a lot for theposterity to think.
