| Hengqin New Area of Zhuhai City is a national new area, which is positioned as ademonstration area for close cooperation between Guangdong, Hong Kong and Macao,is called “a special area enjoying more preferential policies than special economic zone”due to its more open economic environment, larger space for system innovation andmore flexible mechanism than traditional special economic zone.Hengqin New Area takes the responsibilities of reform and innovation in respect oftalent management as well as early and pilot implementation. It is positioned by thestate as national talent management reform pilot area together with Nansha New Area inGuangzhou and Qianhai New Area in Shenzhen at the same time. Hengqin New Areawill take advantage of its geographical vicinity with Hong Kong and Macao and makeuse of its environmental advantage of suitable for living and working as well as theflexible and open innovation advantage to promote the construction of national talentmanagement reform pilot area. At present, Hengqin New Area is at the starting phase ofpushing forward the construction of national talent management reform pilot area. Thepositioning and target of the work for talent management in Hengqin New Area is clear,but how to explore a unique and efficient way to construct a national talent managementreform pilot area by combining the actual situation at Hengqin still needs furthertheoretical studies and solutions.Starting from the background and practical significances of promoting the construction of national talent management reform pilot area at Hengqin Area, this paper focuses onexploring the practical bases, geographical advantages and opportunities and challengesof promoting the construction of national talent management reform pilot area toprovide corresponding solutions based on studying Hengqin’s positioning as a nationaltalent management reform pilot area by use of the basic theories of public management,talent management, regional economics and other disciplines. |
