| With the development of human history,knowledge economy has gradually become an increasingly important component of economic society,and Human Resources as the first resource,has become an important driving force to promote regional economic and social development and economic restructuring.The establishment of pilot free trade zones is a major strategic deployment made by our country.In the new era,the pilot free trade zone undertakes to accelerate the transformation of our government functions,promote trade and investment facilitation,investment liberalization,and innovate local government management mode,in order to comprehensively deepen reform and expand opening to the outside world,explore new ways to accumulate new experience of the important mission.Among them,intellectual support and personnel security is an important part of the construction and development of pilot free trade zones.This paper takes the talent introduction policy in Area C of the Hebei Free Trade Zone as the research objective,and uses the human capital theory,the talent incentive theory and the Smith model theory to carry on the research and analysis.On the basis of sorting out the talent introduction policy of province,City and district since the establishment of C-zone,through the methods of Literature Research,questionnaire and interview,carry on the Present Situation Analysis to the C area talented person introduction policy,clear its achievement,at the same time,from the policy itself,the implementation of the main policy,policy target groups,policy implementation environment to find the four aspects of policy precision is not enough,policy rules are not perfect,policy awareness is not high,the lack of awareness of talent management and training,poor policy implementation effect,the introduction of talent is less stable and so on.By analyzing these problems,it is found that the policy of talent introduction is not paid enough attention to,the main body of talent introduction is single,the investigation and research are not deep enough,the propaganda of policy is not enough,the cooperation of work is not enough,the mechanism of performance evaluation is not perfect,and the comprehensive strength of local economy is not strong.After in-depth study,this article on the C-area talent introduction policy,combined with its inherent characteristics,adopted a variety of effective optimization measures,including the level of the policy itself,the level of the subject of the policy implementation,the level of the target group of the policy,the level of the environment of the policy implementation,and so on,to seek to build a good policy framework,promoting c-zone to have a good competitive pattern in Hebei province,and can provide reference for other regions of talent introduction policy research and design experience. |
