| In 2010, China promulgated the "National medium and long-term talent development plan outline (2010-2020)". It is clearly put forward to improve the methods of talent management, which encouraging the local governments and industry to create their own talents management experimental zone in agreement with international talent management system. In 2011, Beijing took the lead to create the national talent zone in ZhongGuanCun. Some provinces and cities start this work in different form. In the beginning of 2011, Dalian starts to create talent management reform experimental zone. At present, the creating and development model are different in different areas. There isn’t clear and unified standard in the connotation of the reform experimental zone for talent management, create methods, and etc. Creating of talent management reform experimental zone, therefore, need to summarize the work foundation, existing problems and advanced region experience. The overall goal of the experimental area of talent management reform, the main task and work measures should be further defined. Through the theory to guide practice work to promote reform pilot area construction and development of talent management in Dalian.This thesis conduct a survey on the foundation and existing problems of the talent management reform pilot area of Dalian in recent years. The survey reveals the basic situation, the achievements and the existing problems of the talent management reform experimental zone in Dalian. Compared with creating model of the talent management reform experimental zone at home and abroad for reference, countermeasures and suggestions was put forward to strengthen the creating of talent management reform experimental zone in Dalian. This paper includes the following contents. In the first part, research significance, objectives and content was elaborated. Research methods and framework was given, and then put forward the innovation points. In the second part, theory analysis on creating talent management reform experimental zone was conducted. This part also discusses the development of China’s reform of talent management. Talent management reform experimental zone and its dynamic mechanism were studied. The third part analyzes the present situation and problems of creating of talent management reform experimental zone in Dalian. The foundation to set up talent management reform experimental zone in Dalian was firstly elaborated, and then puts forward the restricting factors of talent management reform experimental zone in Dalian. The fourth part introduces the foreign experience such as the United States Silicon Valley and Japan Tsukuba. The experience of the domestic talent management reform test area was analyzed. Then, the experience which can be used for reference was put forward. The fifth part discussed the countermeasures to create talent management reform experimental zone in Dalian. The overall objectives, priorities, and safeguard measures to create talent management reform experimental zone in Dalian was finally elaborated.In conclusion, the construction of talent management reform experimental zone in Dalian is necessary and feasible. Based on the reality of talent management reform area construction in Dalian, the overall objectives to create Dalian talent management reform experimental zone was put forward. Then, the countermeasures to further improve the policy system, to create talent innovation service system, to build talent introduction and training system, to build the international first-class talent development environment, etc, was put forward to strengthen the construction of Dalian talent management reform experimental zone. |
