Human resource is the motive force of social development,is the first resource of the economic and social development.In the vigorous development of economic globalization and regional economic integration today,cross-border economic cooperation zone as a new form of regional economic cooperation,is playing a positive role.Yunnan honghe river county as the national first class ports in China,has a unique geographical advantage and development conditions.At present,yunnan province is actively involved in implementing the strategy of "two corridors a circle" China and Vietnam idea,the greater Mekong sub-regional economic cooperation and China-asean free trade area construction,river,yunnan province,the construction of cross-border economic cooperation zone is actively the construction of China to South Asia,southeast Asia radiation center of one of the important measures.Rapid development of global economic integration,especially the arrival of knowledge economy globalization,increasingly shows the importance of knowledge,technology and talents.Therefore,how to establish effective incentive mechanism,to attract talents,retain staff,realize the maximization of the effect of talent has become one of the key factors which restrict the development of the estuary of cross-border economic cooperation zone.Is currently the estuary cross-border economic cooperation zone in front of a major problem is how to establish a scientific and effective incentive mechanism,to excite the work enthusiasms of talents effectively,improve the work enthusiasm,improve the work efficiency,it is a question of estuarine cross-border economic cooperation zone cannot escape.In this paper,according to "theory research,current situation analysis,model analysis,building measures" of the research paradigm of cross-border economic cooperation zone estuary talent incentive mechanism research,in order to improve the estuarine cross-border economic cooperation zone talent incentive mechanism performance as a starting point,to adopt scientific management theory and incentive theory,analyze the present situation of river cross-border economic cooperation zone talent incentive points out its main difficulty,thus set up the incentive model in the estuary of cross-border economic cooperation zone,points out the emphasis and difficulty in the current staff motivation,and puts forward relevant countermeasures and Suggestions.
