During the Chan’s transition from a planned economy to a market economy, the adjustment of economic structure and the reform of the labor system, labor relation of the planned economy have turned into the interest relationship between employers and employees of the market economy, labor disputes reflect most obviously internal interest conflicts of labor relation. Especially since the2008international financial crisis, business production and operation has been going through difficult times influenced by the transformation and upgrade, export trade, financing and labor recruitment, and many other factors; it is most difficult for the small and medium-sized labor intensive businesses ever since then. As a result, the number of participants and the amount of money involved of mass disturbance events has been increasing while the form of labor disputes is getting more fierce and complex.Since labor relations affect economic development and directly affect social stability, the national government attaches great importance to labor relations, local governments solve labor disputes on principle of social stability. Based on the situation of responsible regions, the author uses experienced and solved mass disturbance as object of study, discusses the mass disturbance of Tong’an District in the past two to three years, especially those cases in2012, summarizes the features, reasons, and corresponding countermeasures to deal with by literature reviews, case study, and data analysis.The main reasons of why mass labor disputes are getting intense are as follow. Firstly, the system of settling a dispute is not perfect. Secondly, the punishment of illegal businesses and prevention of illegal practices are not sufficient. Thirdly, local government is not sensitive enough to appeal to the higher authorities of employees. The author argues that we should strengthen the system of settling mass labor conflicts, establish and perfect the mechanism of proper and prompt settlement and prevention of labor conflicts. We also need to attach attention to communication and education of laws and regulations, deliver positive energy, supervise and facilitate employers and employees to fulfill their responsibilities and exercise the rights in accordance with the law. Last but not least, local governments is suggested to transit their function, strength sense of responsibility, and set the establishment of harmonious labor relations as a political mission to accomplish.
