Education as a fundamental in a big plan of one hundred years. Teachers as the basic in education plan. The core of university personnel management is the quality management of the teachers. Generally speaking, the university personnel management object is composed of three parts by management personnel, teaching staff and logistics personnel (or service). Among them, management personnel including administrative management personnel, professional management personnel and party politics teaching staff. Teaching staff t are teachers, logistics personnel are logistics and logistics services.organization of modern universities is human resources organization of people-oriented, human have become the most important resource in organization, the health of people means the organization’s health. Personnel management in university is in order to ensure the normal operation and manage all kinds of personnel of the University in using relevant personnel management knowledge, The traditional personnel organization in the University is based on the business organization, The optimization and professional literacy of position has become the most important factor in the highly competitive society. How allocate rationally the problems of human and position, to keep personnel management in organizations and the harmonious labor relations of the staff, to promote comprehensive development in teachers’professional and design position of organization to benefit development has become the most important problem for organizations in Colleges and universities. Aiming at these problems, we can solve them from the following aspects:firstly, we can establish college teachers’ classification management system, in order to improve teachers’ classification management system and the position of teacher management. Secondly, we should strengthen the teachers management’ training,establish occupation tenure stage of system, the establishment of specialized research institutions and specialized training base. Thirdly, we should give managers greater autonomy, and strengthen evaluation and supervision. Fourthly, we should optimize the structure of post teachers and clear teachers’ responsibilities.The paper is based on the design of Chinese university personnel management in matching about human and position the method of position system as the research object. First of all, The paper explains the purpose and significance of research and the content and method, It Generates the relevant theories and results, to provide theoretical support and reference for further study. Secondly, the paper regulates related concepts and clears the match of human and position meaning, It points out the development process of personnel management in our country, the present situation and the flaw, The purpose of the paper is to understand comprehensively development process of the personnel management in matching of human and position in our country. Thirdly, the paper analysis the existing problems, based on a profound understanding of Chinese personal management development in matching of human and position in university, the paper puts forward some useful countermeasures and suggestions for the development and improvement in matching human and position.
