Study On The Principal Responsibility System In The Public Primary And Secondary School Under The Vision Of Educational Democratic Management

As a current leadership management system of the primary and secondary schools in our country. the president responsibility system has become one of the research focuses in the field of educational democratic management in recent years. Its establishment and implementation has once promoted the rapid development of China’s compulsory education, which has been playing a decisive role in deepening educational system reform in China. However, due to the change of the time and its congenitally deficiency, there are many problems in its actual operation. Under such circumstances, continuous innovation and improvement of the theory and practice of the system is urgently needed in order to bring higher efficiency of democratic management.In view of the current situation of compulsory education development in our country, the general public primary and secondary schools have not got out of the old set pattern management called " external control type" which lack of the institution design in the management practice of the president responsibility system. Meanwhile, with the evolution of the times many problems emerge in the actual operation of the president responsibility system such as imperfect internal democratic management operational mechanism, the rights of the faculty can not be guaranteed, the communities and families have no voice in the school management and the inner quality, and individual self of the principal......All of these need to be improved and the like, which, to some extent, have affected and restricted the exploration process of deepening the reform of school democratic management, which in turn delay the realization of the goal——"running education to satisfy the people "This paper aims at summarizing and analyzing the present situation, to find the existing problems and the causes of current school principal responsibility system, trying to combine the reality of the current management of primary and secondary schools with the education concept of democratic management. It is organized in three aspects as follows:Macroscopically, external operating design system between political affairs and school; collating and stipulating rules and regulations of the internal school management institution at the macro-middle levels; in microcosmic, specifying and managing school principal job. The paper elaborates on how to perfect the idea of benign operation of principal responsibility system in order to improve and perfect operation system of the current principal responsibility system in public primary and secondary school. With the goal——"running education to satisfy the people" we will be trying to make further efforts to promote the democratic management potency of the small and medium-sized school.
