The perfection of principal responsibility system is the need of improvement of educational system reform, as well as the improvement of running level and enhancement of management efficiency in schools. As for rural primary and middle schools, their backward conditions and weak teachers' strength make them be in a rough existence state. Therefore, the perfection of leadership system in schools is the efficient way to improve schools' educational level. In view of the current circumstance, however, there are many problems in leadership system of rural primary and middle schools and also the leadership system can't play its function, either. The researches on leadership system in rural primary and middle schools are relatively rich from macro-aspect in Chinese academic circle, but careful and thorough researches on leadership system in compulsory education from micro-aspect like school organization in rural China are quite weak. So, this dissertation based on related studies and on-the-spot investigations, discussed the current problems and the causes of principal responsibility system in rural primary and middle schools in Henan province. Later, the dissertation also proposed and discussed the basic principles and countermeasures of how to perfect principal responsibility system in rural primary and middle schools.The dissertation was developed in following chapters: Chapter 1 is a review of relative researches. In this part, the paper sorted out the related researches on principal responsibility system. It can master the current situation in researches of principal responsibility system by synthetic analysis and commentary on these related previous works. These not only can provide some enlightens, but also can define the problems which should be solved in this dissertation.As an introduction, Chapter 2 focuses on the aim, the scope, and the essence of the research. It also involves the emphases, difficulties and creative ideas of this dissertation, the cause and significance of the research and the methodology adopted by the author.In chapter 3, the author analyzed the current problems and causes of the principal responsibility system in rural schools of Henan province. In this part, the author mainly discussed current problems and causes by present investigations, the author made investigations and interviews from 3 aspects, namely, the headmaster and faculty understandings of principal responsibility system, the headmaster's management and the function of party organization and teachers' congress. Also, every aspect has more specific questions. Based on questionnaires and interviews, the author concluded the current problems as follows: the unclear understanding and fuzzy reorganization of the meaning of principal responsibility system, the limited rights of principal's autonomy in running schools, the backwardness of management ideology, lacking democratic consciousness, further enhanced leading level, the insufficient function of the party organization and teachers' congress and so on. After that, the author analyzed the main causes that made problems in current principal responsibility system in rural schools of Henan provinceIn chapter 4, the author discussed the basic principles and countermeasures of how to perfect principal responsibility system in rural schools of Henan province. At the beginning, the author put forward the principles, which are considering the relative needs of principal responsibility system, rightly distributing the administration power between the higher educational administrative departments and the headmaster, rationally adjusting the relationship of warrant and restriction, properly dealing with the relative conflicts, flexibly adjusting and perfecting relative administration. Secondly, the author discussed the countermeasures. Enhancing propaganda of leadership system and improving the faculty's understanding of principal responsibility system are from the understanding aspect. From headmaster's management aspect, the countermeasures are as following: enlarging the rights of autonomy in running schools, raising the efficiency of headmaster's training, enhancing democratic consciousness, reforming the management idea. Form the function of party organization and teachers' congress aspect, countermeasures can be developed from following: improving school's organization establishment, smoothing the way of information and feedback, changing the way of headmaster's individual decisions and conception of teacher's model of division in teaching process, fostering democratic management atmosphere.
