Improving school democratic management is the important embodiment andsymbol of Chinese democratic construction at the basic level and the politicalcivilization construction in the school, is the important part of the modern schoolsystem construction. School democratic management of is mainly reflected inPrincipal Responsibility System, Public School System, the School Board and so on.But, in fact, the Teachers’ Congress System has the most extensive mass foundationand the highest identification degree among the staff, it is the most common andeffective form of school democratic management. As the basic form and basiccarrier of school democratic management, the Teachers’ Congress System is thebasic channel to participate in the school democratic management and democraticsupervision for the teachers and school workers, and it is the institutions to exerciseteacher’s democratic rights. Therefore, improving the democratic management ofprimary and secondary schools, especially Teachers’ Congress System, the PublicSchool System, is not only conform to the trend of construction of democraticpolitics in China, but also meet the urgent need to strengthen the schoolmanagement level, make the school internal right correctly exercised and protect thebasic rights of the stuff. According to the Problem-Cause-Suggestion research ideas,this paper attempts to study the status of part of the primary and secondary schoolsdemocratic management in Gansu Province, and find the sticking point of the weakmanagement system and under-developed system construction, and puts forwardeffective measures that fit the actual situation of primary and middle schools inGansu Province to improve the school democratic managemen.This paper takes the questionnaires and interviews as the main researchmethods. Firstly, through consulting domestic and foreign scholars’ works andarticles, I understand the current research situation and insufficiency about thedemocratic management in primary and secondary schools, then makes sure thestarting point for the study, defines the relevant concepts and form the literaturereview. Secondly, through questionnaires and interviews from the teachers and otheradministrative staff of primary and secondary schools in Gansu province, I obtain the fact materials. According to these data I analyze the questions and reasons ofdemocratic management of primary and secondary schools. Finally, based on thesequestions, I put forward corresponding counter measures and suggestions.This investigation and study found that Gansu Province, as the economicallyunderdeveloped region is far behind the economically developed eastern regions inthe process of building school democratic management system, not only in the weakenforcement for national policies and regulations, but also in the lack of basicsystem construction, the leadership’s disregard for democratic management and theindifference of democratic participation among the staff in Gansu Province schools.According to the analysis of questionnaire statistical data, we can draw theconclusion that democratic management of primary and secondary schools in Gansuprovince is lack of system construction, system operation environment is notharmonious, the actual exercise of democratic power is limited and the actual effectof Teachers’ Congress is ineffective. The causes of the problems are mainly theabsence of the host system and power asymmetry caused. The data for this study isthe first-hand information derived from part of the local primary and secondaryschools in Gansu Province, and the problems, reason analysis and the proposal areall based on these data, therefore, the study has a highly targeted and regionaladaptability, it can truly reflect the actual situation of democratic management ofprimary and secondary schools in Gansu Province, and to some extent, this studycan cover the shortage in status research for primary and secondary school Teachers’Congress in Gansu Province. The research results can provide a reference for localprimary and secondary schools to improve the democratic management system, andprovide a reference to develop policies and measures for the local educationdepartments, and provide some research ideas and methods for the same researchprojects on other regions.
