Nowadays, with the science and technology change rapidly, various countries and regions have embarked on the road of construction of innovative country and city.The key is to enhance the ability of independent innovation. The leading entrepreneurial high-tech talents as a carrier of the independent innovative ability and the most active groups, have the capability of innovation and risk awareness, play the generals characteristics in entrepreneurial behavior. They will eventually transfer their own ability of innovation of science and technology into production elements. They create enterprises to realize organic combination of the technology and market, so as to promote the economic development. Therefore the leading talents introduction work is placed in a prominent position.This paper analyzes the current constraints about the lack of leading entrepreneurial high-tech talents is the bottleneck of restricting economic and social development in Nanjing. It points out the necessity and importance of "321plan". The paper uses Smith model、 the theory of talents agglomeration industrial agglomeration、 human capital and the flow of human capital to combine the theoretical analysis and empirical analysis together to study the implementation representative problems of "321plan", and through depth interviews、field research and questionnaire, to find out the further analysis of the deep reasons. By reading relevant policy implementation literature and analyzing about the relevant policies of developed countries and the successful implementation of the city to get the value experience, this paper tries to put forward the countermeasures to solve the problem, in order to improve the efficiency of "321plan" Implementation, so as to ensure the realization of the policy target.
