In the Outline of the National Mid-and Long-term Talent Development Plan(2010-2020),issued by the Central Committee of the Communist Party of China and the State Council in June 2010,it was clearly pointed out that rural practical talents are the cornerstone of the construction of a new socialist countryside.As the capital city of Liaoning Province,S City formulates the implementation policy of local rural practical talents around the national development strategic goal,which involves the introduction,cultivation,incentive and use of rural practical talents.Facing the reform of urban-rural integration,rural society is faced with a series of problems,such as structural changes,increasingly complex contradictions,weak rural governance capacity,and the loss of elite population.It is very important for the development of rural practical talents policy to find out the existing problems and solve them pertinently.The paper is divided into five parts.The first part is introduction.This paper introduces the origin of the problem,the basis for selecting the topic,the significance of the research,the research status at home and abroad,the research methods of literature research and questionnaire survey,and the innovative points of the paper.The second part defines the concept of rural practical talents,public policies and policy implementation,and introduces the four dimensions of the theoretical connotation of Smith model:idealized policies,executive agencies,target groups,environmental factors,as the theoretical basis for the study of rural practical talents policy implementation.This is the starting point of this paper.The third part introduces the current situation of the policy implementation of rural practical talents in Shenyang and summarizes the problems encountered in the policy implementation.Including the weakening of the advantages of the rural practical talents policy,the low efficiency of the policy implementation department,the lack of innovative ability of rural practical talents,and the serious loss of rural practical talents.The fourth part is to analyze the reasons for the problems in the implementation of the rural practical talents policy.Including S city rural practical talents management system is imperfect,the role of executive agencies has not been effectively played,S city rural practical talents lack their own ability,policy implementation environment has adverse factors.The fifth part puts forward countermeasures for theanalysis of the reasons.Including improving the management system of rural practical talents policy,giving full play to the effectiveness of the implementation subject,improving the comprehensive quality of rural practical talents,and optimizing the good environment for the implementation of rural practical talents policy.This paper uses the methods of literature research and questionnaire survey,Referring to the relevant literature and materials of rural practical talents,and conducting a questionnaire survey on rural areas of S city,based on the actual situation and specific needs of S city's rural economic development,this paper finds out the influencing factors of S city's rural practical talents policy implementation,and analyses the root causes of the problems.According to the theory and practice,this paper puts forward optimization strategies for the policy implementation of rural practical talents,reduces the deviation in the process of policy implementation,and achieves better results in policy implementation.
