The establishment and improvement of a high-level talent policy system is an important means to advance the talent economy.In recent years,the Quanzhou Municipal Government has attached great importance to the work of talents,in-depth implementation of the good environment and policy advantages of talent strategy,attracting talents,gathering talents,and using talents,and promote the close integration of talents with advantageous conditions and resource elements such as location,industry,and capital,and give play to The multiplier effect of talent advantage provides strong talent support and intellectual security.However,it can be seen that,at the same time of development,due to various reasons and objective factors,the effectiveness of the implementation of the high-level talent policy of the Quanzhou Municipal Government needs to be improved.This article uses the literature research method,questionnaire survey method and interview method,based on the Smith policy implementation model as the theoretical basis,from the high-level talent policy implementation subject,the high-level talent policy implementation environment,the high-level talent policy implementation process,the high-level talent The implementation of the policy and the effectiveness of the talent policy are analyzed in five aspects,including the status of the implementation of the high-level talent policy.It is found that the implementation of the high-level talent policy in Quanzhou has achieved certain results,but there are also ambiguous policy goals and insufficient treatment.Poor communication between government functional departments and lack of resources,lack of talent exchange and training,talent innovation and entrepreneurship carriers need to be improved,implementation of "quantity","quality",and some policies have not been fulfilled.This is mainly due to flaws in the policy content itself 2.The implementation subject is caused by a wide range of departments and unscientific implementationmechanisms,interference and restrictions of environmental factors,and the tendency of the target group to choose.On this basis,in order to improve the effectiveness of the implementation of the high-level talent policy of the Quanzhou Municipal Government,the paper Finally,it is proposed that Strengthen the strength,stability and feedback mechanism of the policy to optimize the policy system;strengthen the function of the executive body by improving the communication mechanism of the executing body,establishing a scientific concept of political achievements,and giving play to the role of the government in guiding the enterprise;The construction of carriers and scientific research platforms and the use of industrial advantages to optimize the policy implementation environment;improve the policy implementation mechanism;guide the target group to "flexible employment" and other suggestions.
