| Producer price index (PPI) is an important part of the price statistical index system, reflects the price movements of products sold or purchased (also known as outputs and inputs) and the fees charged by service in a certain period. PPI mainly includes three parts:The first is agriculture producer price index; The second is industry producer price index; The third is services producer price index (SPPI). China begins to publish national agriculture producer price index quarterly from the second quarter of2003.The index reflects the trend and extent of the agriculture producer price movement in a certain period. And the data quality is relatively reliable. Since1989to carry out price statistics of industrial products, the national statistical system is constantly revised and improved. In order to reflect current trends and change of producer price of industrial products effectively and to provide services for leader decision-making and public, it becomes more and more urgent and important to improve the data quality of producer price of industrial products. China’s services price statistic is far from perfect, which is still in its early stage. As China’s economy grows rapidly and the proportion of service sector is also rising, the compilation of China’s SPPI is imminent.At present, China’s producer price index of agricultural products and industrial products exist some issues such as the data quality, and SPPI has just started to study, most of the industries are blank. To improve and perfect the compilation of China’s PPI will face enormous difficulties, so it is necessary to learn from foreign advanced and successful experience in the compilation of PPI to guide us, combined with specific national conditions of our country, design a producer price index system which not only conform to international standards but also with Chinese characteristics. Germany is a developed country. The compilation of Germany’s PPI began earlier, and it has formed a relatively complete producer price index system, which has an important referential significance for China’s PPI system. Therefore, the study of the compiling method of Germany’s PPI can give some theoretical guidance and experience reference, and which is important theoretical and practical significance in many aspects, for example, the upgrading agriculture, industry and services price statistics methods, improving the quality of National Economic Accounting, and enhancing the macro-control.This paper is divided into six sections, organized as follows:The first chapter is introduction. Firstly, this chapter introduces the research background and significance, and then is a literature review of research status. Finally, it’s the structural arrangement, the innovation and the disadvantage of paper.The second chapter describes a few basic questions about compilation of Germany’s PPI. Firstly, this chapter introduces the concept and application of the Germany’s PPI, and then introduces the classification system of the Germany’s PPI, including the classification of economic activities and products. The classification of economic activities uses WZ (2008) and products classification uses GP (2009). Then it is the data acquisition situation. In accordance with the principle of combination of centralization and decentralization, the Federal Statistical Office uses many ways to collect basic data. Last is data dissemination, which introduces the monthly index release, representative publications and related data published by Eurostat.The third chapter is the compilation of agriculture producer price index in Germany. Firstly, this chapter introduces the concept of the index, and then introduces the compiling methods, including the scope of the survey, sample determination, data sources, index calculation methods, main users and data dissemination.The fourth chapter focuses on the compilation of producer price index of industrial products in Germany. Firstly, this chapter introduces the concept of the index, and then systematically analysis of the compilation of the index in accordance with the procedures of the weighting mechanism, sample determination, data survey and verification, index calculation methods, quality adjustment and rebasing.The fifth chapter is the compilation of Germany’s SPPI. Firstly, it introduces the concept and background of the index, and then introduces the compiling methods, including the scope and classification of the index, the main pricing methods, index calculation methods. Finally, it takes legal activity services and sea and costal water transport services for example to introduce the compiling methods of specific industries SPPI of Germany.The sixth chapter is the reference of Germany’s PPI for China. Firstly, it introduces concepts and applications, the specific survey and the compiling methods of the producer price index of agricultural products and industrial products in China. Then it proposes that some problems about the present China’s PPI, and puts forward some reasonable suggestions to improve China’s PPI via learning from advanced methods and experience of Germany. This chapter tries to compile China’s SPPI, and puts forward classification structure, weighting mechanism, data survey plan and index calculation methods of China’s SPPI via the reference of Germany’s SPPI. Finally, the development of China’s PPI is forecasted.The innovation of this paper:The compiling methods of the agriculture producer price index, industry producer price index and SPPI of Germany are systematically researched respectively; The compiling methods of legal activity SPPI and sea and costal water transport SPPI of Germany are researched; The compilation of China’s SPPI is tried, and classification structure, weighting mechanism, data survey plan and index calculation methods of China’s SPPI are put forward via learning from advanced experience and methods of Germany’s SPPI. Some problems about the present China’s PPI are analyzed, and some reasonable suggestions are put forward; The development of the China’s PPI is prospected.The disadvantage of this paper:The improvements of PPI need a lot of manpower, money and time to carry out large-scale pilot researches. Some views presented in this paper are only at the theoretical level, yet proven; Some information in English about PPI obtained from the Federal Statistical Office have been studied, but some in German fail to mining, which may make the study about Germany’s PPI is not comprehensive. For example, samples and weighting mechanism of Germany’s SPPI are not been studied; The compilation of China’s SPPI by industry isn’t taken into account by this paper. |
