The internationalization of higher education has become a trend. As the top level of higher education, the graduate education needs more internationalization. However, the internationalization of graduate education in China falls behind with the developed country because of the short-term development and booming enrollment.Many researches which are focusing on the internationalization of graduate education have been done. But most of the researches are analyzed from the college level; few of them are analyzed from the second college level and the subject level. This case study selects a second-level college which has a subject of high level internationalization.This study takes WISE as a case by analyzing the general situation, the implementation way, and safeguards on internationalization of graduate education based on the rationale theory of higher education internationalization and the developmental approach theory of university internationalization.Three conclusions are drawn in the study. The international atmosphere is the condition of graduate education internationalization. The international faculty is the guarantee of graduate education internationalization. The international curriculum is the core of graduate education internationalization.Some suggestions are propounded based on the conclusions. The merge of internationalization and localization should be promoted. The international concept and consciousness should be highlighted. The attraction to the foreign students should be improved and the perfected international service platform should be built.
