Investigation Report On The Growth Status Of The Exceptional Children In Needy Rural Areas

With the high speed in the developing of Chinese economy and the continuing promotion of the urbanization process,China has formed a system of social and economy development——the Segmentation between Urban and Rural areas. The scale of economic development,the system of medical development,the reform of education and the degree of social progress in urban areas are being completed day by day.However,the needy rural areas are in a condition of poorer economy developing,lower medical level,less education resources and fewer social security. Owing to the unbalance of social economy development,the inadequacy of living material resources and the genetic problems,there’re numbers of exceptional children in rural areas,such as the orphans(single-parent children),the left-behind children(migrant children), the disabled children and so on.Compared with ordinary children in urban areas, the exceptional children in poor rural areas are living in very rough environment,lack of education resources,needing social chances.The growing conditions of the exceptional children in poor rural areas must be promoted.But how to know the conditions correctly,how to understand the negative impact of poor living conditions and how to put forward supporting measures in a scientifical and reasonable way has become the important premise of improving their living conditions.In the summer vocation of2013,the author has visited regarding Luan Huoqiu County in Anhui Province to do the field survey of exceptional children, interview the related officers in Education Bureau and Disabled Person’s Federation. To compile this survey report,the author has collected the real survey information in Huoqiu County and the living conditions of the three types exceptional children(especially the disabled children) as the basis.This report contains the living conditions of the disabled children which are preschool, the particularities of the disabled children’s problems in Huoqiu County,the strategies which the department concerned in Huoqiu County has adopted and the discussion of feasible countermeasures which raised in the Social Work’s perspective.Under the existing social conditions of rural areas and the conduction of service theories in Social Work, the author is trying to explore the method of making use of resources in rural areas efficiently in advantage perspective which could realize the overall goal of improve the living and growing situation of exceptional children in needy rural areas.
