Throughout the process of British higher education massification, it has experienced infancy (from1828to the late1950s), the period of acceleration, adjustment, reacceleration (from the early1960s to the late1990s), and uniform period (from2000to now). These particular development stages have a close relationship with British higher education policies over time. Among the British higher education policies before twenty-first Century, there are many important policies, such as1963The Robbins Report,1966A Plan Polytechnics and Other Colleges,1987Higher Education-Meeting the Challenge,1991Higher Education:a New Framework,1992The Further and Higher Education Act,1997The Dearing Report,2003Future of Higher Education.Investigate the development and change From The Robbins Report to The Dearing Report more than thirty years, can be found that British government attaches great importance to the development of scale of mass higher education, the quality supervision and evaluation in the process of higher education massification and the design on capital solutions for universities. Until the early twenty-first Century, the three themes still runs through the government’s reports. Such as The Higher Education Bill2004,2011Browne Report,2011Students at the Heart of the System.Under the background of popularization of higher education, the formulation and implementation of British higher education policies have been influenced by politics, economy, and culture. The Conservative Party and The Labor Party lead the direction of higher education policies. For example, the game of the two party politics impels gradual changes of British higher education policies; the cultural heritage of the two party politics promotes the sustainable development of British higher education policies. Market economic regulates and examines higher education policies. For example, the market economy regulates British higher education tuition policy; market economy policy examines the expansion policy of British higher education. The future of British higher education policies will continue to expand higher education coverage while maintaining the basic academic requirements, etc.With the implementation of the expansion policy of higher education in our country, our country has entered the road of higher education massification. However, this road has been covered with thorns, learning from the British higher education policies under the context of British higher education massification will help us find the direction. Some new policies in our country should be adjusted and developed. For example, make the moderate scale, fair admission policy. Establish multiparty controlled quality policy. Develop fund quasi market policy. Formulate the internal and external quality auditing organization policy for university, etc.
