With the enrollment expansion of colleges and university in 1999, the scale of our country's higher education has expanded quickly. The gross enrolment rate had already achieved 15% in 2002, achieved 22% in 2006, which have formed the massification of the higher education gradually. The increase of the number is just a warning signal; it represents the internal connotation and means that the diversification of higher education, especially the diversification of the level, the type and the function. Under the background of this innovation, the different higher educational institutions need to reexamine their foundation and the surrounding environment, establish their new role and function, which involves the orientation of higher educational institutions. But, higher educational institutions lack sufficient preparations and have not adjusted to their position, leading to many problems and serious impact on the sustainable development of higher education. Therefore, a reasonable orientation of higher educational institutions is the key for the construction and development of higher educational institutions.Through theoretic analysis—comparative study—orientation, the dissertation is divided four chapters.The first chapter begins with the main character of massification of higher education to define the concept of "massificaiton of higher education", "mass higher education", "orientation" and "orientation of higher education". According to this, we can define the "mass higher education" is a subsystem of "the massification of higher education", which is the starting point of orientation. Trow theory and social function theory of higher education are both the theoretical basis of researches; they are the main basis of orientation of higher educational institutions.The second chapter analysis the current situation of orientation of higher education institutes. Although the level and the style of higher educational institutions have been achieved the structural optimization initially, and the high educational institutions now pay attention to the characteristics of orientation, there are still lots of existing problems. The reasons include the misleading of government and market factors, as well as the problems of higher educational institutions. Because the administrative system of higher education was decided by the planned economic system for a long time in our country, so the problems of orientation are more the result of management and policy.The universities in American inherited the tradition of Europe classical universities and the idea of the modern universities that become the world model. Therefore, studying and drowning on the successful experience of American universities is helpful for us to orientate rationally under the background of massification of higher education. So the third chapter explores the historical background of different universities in the United Ststes and takes the Princeton University and the Wisconsin University as case, analyzing the reasons of the rational orientation of American Universities. The orientation of higher education institutes must based on the quality and characteristics. integrate the stability and dynamic, and unite the government and higher educational institutions together.On the basis of summing up the problems that exist in our higher educational institutions and the experience of colleges and universities in America, the forth chapter put up suggestions for the orientation of higher educational institutions, which are mainly from optimizing the external environment and internal system of higher education. From the government's perspective, the government should change the method in traditional management, actively adjust the allocation of resources and its single evaluation system, establish standard classification system; Analysis from the point of market regulation, we have to actively introduce the market competition system, improve market system and establish a scientific social assessment sectors, the fair environment will be created; For the colleges and universities, personnel training, scientific research and social service functions are linked each other that build a system of modern university. Therefore, the orientation of higher educational institutions should based on the quality, characteristics and community demand, as well as develop the institutional research in order to realize the optimization of themselves and the higher education.
