Higher education evaluation has become an important means to ensure the quality of higher education around the world and was recognized by the governments and the public.Professional evaluation in China also has many problems, one is the professional evaluation of the relatively short history, time with little experience, theory and relevant system is not perfect. The two is a professional evaluation of the general government management department or school self-evaluation, lack of accession to the institutions and non-governmental organizations, such as the application of chemistry by the State Education Committee Organization; architecture evaluation by the construction bureau organization; organization of professional evaluation in Shandong province by the Shandong provincial education committee.
