The preparation and the professional development of preschool teacher is crucial to the improvement of the all preschool pedagogy, that’s what we called pre-service training and in-service training. And it can be available only if take a policy as foundation and guideline.The paper takes three different types of nations as the research objectives. Do the research about the text of their training polices on preschool teacher and then do the comparison. And finally focused on the issues which should be taken care of while making the training policy, and will give us some hints and tips to do better about this. The whole paper was divided into four parts:The first part was the preface to introduce the theory meaning and practice meaning, reviews the studies on this theme, research methods and the concept definition.The second part is the analysis on the texts of their training policies, choose two classic texts from each country as blueprint to analyze the process of each country’s development of the training policy, the executive body, and the texts analysis.The third part is the comparison from four parts of the preschool’s training policy:background, goals, curriculums, and measures.The last part of this paper is the enlightenment from the comparison based on the understanding of our own’s relevant training policy, it will enlighten us how to make a policy on training preschool teachers.
