The equilibrium of interests between these three groups can be achieved, the efficiency of land use can be improved, the interests of the villagers can be protected, the authority and image of the government can be established, all those aspects can be true through the transformation.Through the research about the effect implementation, the subsistent interest contradictions between the three parties, the specific case and performance of the interest game between the three parties, this paper can draw the following conclusions:first and foremost, the government, the planners, the villagers are interest-related objects. The essence of the transformation is that it is a process of interest game, the policy formulation is the result of benefit equilibrium. In addition, the demands of three parties can be achieved:the government:improving the image of the city, promoting the competitiveness of the city, erecting the government authority. The interests of developers:getting land resources, obtaining high profits, improving business visibility and attention. The interests of villagers:improving the living environment, increasing social security benefits and economic income level. What’s more, the transformation is not only the change of the hardware facilities and the improvement of the living environment, but it is also the transition from villagers to citizens. In the end, the countermeasure research about promoting the urban village reconstruction shouldn’t be developed from a single angle, conversely, it should be developed from multiple point of view, considering the interests of all parties, only by this can scientific solutions be developed and the transformation be promoted better.
