The outline of planning for national medium and long-term education reform and development was issued by the state council on July29,2011("outline" for short in the following). Three tasks for educational development are clearly identified, they are "speeding up the construction of educational information infrastructure","enhancing the development and application of high-quality education resources" and "building the administrative information system of national education". Basic education is the key part of our national education, it is essential to realize the informatization of basic education, however, the situation of primary and secondary school education informatization is isolated, various and sophisticated, it is mainly because of the lack of optimized standard and reference. Thus, to solve the isolated situation and prevent it from harming the whole educational strategy, we need to build a standard primary and secondary school education informatization system desperately, this paper aims to provide practical suggestions.This paper takes "decade planning of education informatization (2011-2020)"("decade planning" for short in the following) as an object to grasp the guiding thought and takes " education informatization of12th five-year planning in Shanghai" and " education informatization of12th five-year planning in Zhejiang Province" to study more. With the reference to many related documents and the planning in developed areas, the "construction criterion of primary and secondary education informatization"("criterion" in the following) is put forward to study the three branches of "speeding up the construction of educational information infrastructure","enhancing the development and application of high-quality education resources" and "building the administrative information system of national education". The "criterion" is formed at last after being revised based on the suggestions of the authority experts.This paper aims at providing some practical solutions to make some contributions for national education informatization based on the construction criterion we build.The paper is consisted of seven parts; the main contents are as follows:(1)Introduction: this part includes the background, meaning, present situation, contend, and methods of research.(2)Related research foundation: this part includes related concepts, national education informatization development strategy, and characters of research objectives.(3)The study of the construction of educational information infrastructure of primary and secondary education: this part first clarifies the specific content of information infrastructure, then gives adaptable suggestions for different areas based on the demands and the region environment.(4)The study of resource construction criterion of primary and secondary education informatization: this part puts forward related criterion and strategies from three aspects: resource library, public platform of resource services and sharing mechanism.(5)The study of administrative construction of primary and secondary education informatization: this part puts forward related criterion and strategies from three aspects: organization construction, system construction and administration platform.(6)The building process of "construction criterion of primary and secondary education informatization: this core part presents the initial criterion and forms the final version based on the suggestions of the authorities.(7)Conclusion and outlook: this part summarizes the whole research process and analyzes the innovations and shortcomings, then puts forward the improving directions and efforts that needed.
