College students are the main force to realize "Chinese dream" and the foundation of theconstruction of the innovative nation, who bear the historical mission of the great rejuvenationof the Chinese nation. Their overall quality directly determines the future development of thecountry. Therefore,the prevention of illegal crime has always been the social and experts’concerned issue. However, with the increase of college students enrollment and the change ofthe social environment,college students’ illegal crime still happens continuously with newtypes and characteristics,such as credit card fraud, spreading false information throughinternet, etc. These new problems and situations become new challenges to collegesadministrators and educators. To keep pace with the times, how to effectively prevent theuniversity students from illegal crime is still a topic worth being studied and explored.Morality and law both have the characteristics of adjusting and regulating the behaviorsof people,they are also the main means to prevent illegal crime.The two mutual related butdifferent with each other,Laws relay on the compulsory to restrain people’s behavior,Whilemoral is the persuasive power and persuasion to influence and improve the moralconsciousness of the social members, thereby to enable people abide by the code of conductconsciously. The rule of law is the process of processing result, it is punishment, whilemorality which is the process of prevention of rule of morality, from the point of theeducation and reduce the social harmfulness that morality is more important than the rule oflaw.The introduction part introduces the reasons why this topic is selected. It also providesthe overview of the selected topic in domestic and overseas. The research methods andinnovation points are also illustrated.The first part,from the points of college students’ illegal and criminal,clarifies thedifference between the two concepts, meanwhile illustrates the concept and the function ofmoral education.The second part explores the present situation and the characteristics of college students’illegal crime through empirical data, which highlight the importance of moral education forcollege students’ illegal crime. The third part points it out that the root reason of college students illegal crime lies in thelack of moral education. Through the discussion, this part aims to emphasize that moraleducation of college students still need to be strengthened, but not only grasp the legaleducation. The legal crime of college students shall be prevented from the, i.e. to strengthencollege students’ ideological and moral education, which sets "legislation" in their inner.The fourth part, in view of new phenomena and new problems, it provides solutions forpreventing the college students’ from illegal crime from individual, school, family and socialangles.Through above parts analysis and illustration, this paper concludes: to strengthen theideological and moral education of college students is one of the important ways to preventcollege students from illegal crime, which cannot be replaced by other means. Thorough studyof this issue has important theoretical and practical values for preventing college studentsfrom illegal crime. However, the deepening studies need the involvement of criminology,pedagogy, sociology and other disciplines. In practice, it requires the joint efforts of society,colleges, parents, and each student. With the above theoretical and practical points, theideological and moral education will have an active result for college students’ illegal crimeprevention.
