Study On The Youth League’s Assistance In The Youth Affairs Management

Today the youth are increasingly considered as the social focus, so more and more countries coordinate the youth’s issues as an essential part of the country’s development. In China, the government always attaches great importance to the youth’s issues and mainly assigns the Youth League to assist the government to administer the youth affairs. The Youth League consists of all levels of organizations and efficiently helps all levels of governments with administering the youth affairs through all kinds of activities. However, under the background of society transition and market economy, great and fundamental changes have taken place in the distribution and cluster structure of the youth. China is in the period of society transition, which leads to the changes of the youth demands and the variety of the youths’value opinions. The Youth League is now facing new major challenge when it helps the government with the youth administration.This paper theoretically analyzes the Youth League’s co-management of the youth affairs through involvement in the government public affairs by the third department theory, feature and requirement of the youth affairs managing entity, organizational feature of the Youth League. The basic property of Youth League is the unification of progressiveness and mass character, and it has the property of the third department and meets the requirement of the managing entity, and can involve in the government public affairs and help the government with the youth administration. The way to fundamentally improve the the Youth League’s co-management of the youth affairs is explored with the description of the youth affairs management situations and analysis of the existing problems in the youth affairs. This paper initiates the innovative designs in terms of the law support for youth affairs management by the Youth League, which is to enable the Youth League to become the organization that helps the government with the youth affairs management by means of National People’s Congress legislation or administrative authority assignment, assigning the function of coordinating the youth development to the Youth League. Meanwhile, by establishing the youth affairs joint-meeting, developing the specific laws and policies for the youth affairs, building the professional youth teams, and improving the youth affairs work, the Youth League can provide strong support for youth affairs management and fully utilize the advantages of the Youth League in helping the govemment with youth affairs management so as to perfect the youth affairs management under the new situations.
