Community Youth Affairs Management Research

With the acceleration of the urbanization and the increase of the leisure time of citizens, the community is becoming the main centralization area for the youth. The community youth hope strongly that the government and society satisfy their ever-growing material and cultural needs. Being an organization with integrated structure, the Communist Youth League(CYL) has been working with the youngsters for so many years, so it is imperative for the CYL to think over the issue of how to improve and strengthen the youth work according to the adjustment of the city structure, and then to assist the government in the administration of the community youth affairs. By summarizing the other countries' useful experience on the administration of the youth affairs, by analyzing the main problems of the community youth affairs in our country(take Pudong New Area as an example) and by raising the countermeasures, this article tries to promote the development of the administration of the community youth affairs in our country.At the same time, community youth problem is a complex social problem caused by many factors, which is related to macro background of politic, economy and society, and which is related to the systems of education, employments and administration, and which is also related to their ability, family, education, etc. Community youth is out of school, and unemployed, and they are not sensible. They are not only apt to commit crime, but also easy to be injured. Compared with adult, youth are the vulnerable groups; compared with other youth, community youth are also the vulnerable groups. We should think the problem of community youth from wide, far-reaching visual angle, and can't give them a card to such degenerate labels as "question teenagers", "bad teenagers", etc. because of their passive existence. In essence, the work of community youth affairs is not only work for delinquent prevention and control, but also service work of safeguarding their interests and protecting their healthy development. Today, law is the basic criterion of people's behavior, and the important guarantee of rights of vulnerable groups at the same time.
