Along with the rapid economic and social development in China, education and training industry is also entering a phase of rapid development. As a segmented industry of modern service industry, education and training industry can also play a powerfully positive role in promoting local economy and comprehensive social progress. To promote the development of education and training industry at the county-level is a great significance to improve national economic and social development.There are21institutions of higher learning, and about300,000students enrolled in local universities, high schools and primary schools in Pixian which is located in the northeast of Chengdu City. There are abundant resources for promoting the development of education and training industry in this area. Chengdu established its one and only industrial function zone for education and training in Pixian, in2010. Given the opportunity and challenge, the development of education and training industry will encounter various kinds of difficulties in Pixian. It will involve multidisciplinary comprehensive research subjects, such as education, economy and management science, etc., and it will manifesting practical significance for discussing how to improve the education and training industry at county level.By adopting the method of combining standardized researching and empirical researching, this article extent from theoretical analyses and empirical examinations, emphasizing on the discussing of the countermeasures for developing education and training industry at county-level. The passage is divided into five parts. The first part mainly expounds the background of the subject, then explains the relevant domestic and foreign theoretical researches and summarizes the research contents and methodologies. The second part further analyzes the general situation of education and training industry and its practical significance in social and economic development in defining the concepts, features and categories of education and training industry by relevant literatures. It comes to the conclusion that development of county-level education and training industry should start from both the market and governmental fronts. The third part analyzes the market roles and government impact on county-level education and training industrial development respectively, further clarifying the market function of education and training industry, pinpointing that governmental responsibilities should include industrial development orientation, supervision, support and service, etc. The fourth part connects the analyses with specific case. Take Pixian for instance, mainly study the current situation of education and training industry in this area, finding the universal and individual issues impeding the development of the industry and then identity the hidden root reasons. The fifth part deals with the key problem, analyzes and discusses the suggestions and proposals for developing county-level education and training industry and finally come up with the specific countermeasures.
