With the advent of the "Intelligentization" and "Internet Plus" era and the proposal of "Made in China 2025" development plan, the industrial structure of Tianjin has been continuously upgraded from "second, third, first" to "third, second and first".The development of talents, especially high-caliber and high-skilled personnel who can adapt to the development of the times is the key to the implementation of the “Made in China 2025” development plan and the realization of industrial upgrading.However,high-skilled talents are difficult to meet the needs of economic development and industrial upgrading both in terms of quantity and quality currently. For higher vocational colleges, there are already some problems in the current talent training model, which makes it difficult to meet the needs of talents for economic development and industrial upgrading, and the phenomenon of “difficulty of employment” and “shortage of employees” for enterprises still exist. In order to adapt to industrial upgrading and to meet the needs of industry enterprises and social development,it has become extremely urgent to optimize the talent training model. This thesis first clarifies relevant concepts and theories concerning industrial upgrading and talent training of higher vocational education, analyzes the status quo of Tianjin's industrial upgrading and talent demand and conducts on-site investigations, carries out a special study of talent training model of Tianjin XD Vocational Technology College while combining domestic and foreign experience in the talent training of higher vocational education and it is found that the talent model of the Tianjin XD Vocational Technology College currently has the following problems: ambiguity of training target location, lack of competitiveness in major setting, unreasonable curriculum structure, obsolete teaching contents and forms, and incompetent quality oriented education, the quantity, quality and structure of the teaching staff are difficult to meet the demand for talent training, the school-enterprise cooperation is not thorough and comprehensive, and there is no comprehensive and effective evaluation of the quality of talents.Based on in-depth discussions, the main cause of the problem is summarized as the single objective of training target formulation, cognitive biases, lack of characteristics and long-term planning in major settings, inadequate curriculum design and development, defects in software and hardware teaching facilities, inadequate teacher management mechanisms and training mechanisms, lack of policies and mechanisms for school-enterprise cooperation, difficult in interest coordinating and imperfect of talent quality evaluation system.Focusing on the existing problems and causes of the talent training model,an optimization system for the "Three-Four-Six" talent cultivation model was constructed. The system needs the government to provide guidance, supervision, and guarantee of government policies, the participation of both industry companies and colleges. And in the three stages of formulating goals, implementing procession, and evaluation feedback, they should focus on the training objectives, training contents, training approaches, and training evaluations.Through multi-participation,it will be reconstructing the talent training objectives, upgrading the docking industry, optimizing major settings, deepening curriculum and teaching reforms, increasing the quality of all-around education, buliding a “Double-Competency” teachers' team with the combination of full-time and part-time,drawing support from the “Five-industry Linkage”,school-enterprise cooperation and building an effective talent quality evaluation system to optimize the existing talent training model, and strive to cultivate innovative,application-oriented talents that can adapt to industrial upgrading and meet the needs of industry enterprises and social development.
