The adjustment of rural school layout is of importance to accelerating rural basic education reform, allocating education resources rationally, advancing the development of rural education and enhancing basic qualities of Chinese people. Since the mid and late90’s, school layout adjustment has been the key point of national basic education development, and some achievements have been obtained, however there are lots of problems in our work. With the development of rural school layout adjustment, an increasing number of schools have been consolidated or merged, and more problems ignoring or even damaging the interests of teachers have become prominent, such as the change of working environment, full-time teachers’s wage and treatment, pressure of dorm teachers, substitute teachers’stay-or-leave issue, and extra teachers’ placement. All these problems are related to those teachers’interests and guarantees, and are influencing the stability of rural teachers and the healthy development of rural basic education.Starting from teachers’roles in ethnic area school adjustment, in this article, the problems of teachers’interests conflict emerged in school layout adjustment are investigated, relevant reasons analyzed, and countermeasures and suggestions are put forward to protect and guarantee the interests of teachers in ethnic area. This paper is divided into five parts. Being the first part, the introduction covers topic-select reasons and research significance, summarizes previous studies, and explains the research methods and frame of thoughts.The second part elaborate the middle and elementary school layout in ethnic minority area of China, especially the background and basic circumstances of school layout adjustments of ethnic minority area, and the process of rural school layout adjustments in Ordos.In the third part, current interest conflicts under the background of minority schools’layout adjustment are investigated, and the problems such as uneven distribution of teachers, increasing pressure of teachers, ignorance of teachers’ phycological health, worrying working environment, unfulfilled wages, placement of extra teachers, school administrative staff, and the reasons of those conflicts, are all investigated and analyzed systematically and comprehensively.Based on the previous statements, countermeasures and suggestions concerning the living and development conditions of those teachers in ethnic minority areas and guarantee of their interests are proposed in the fourth part, in order to accelerate the healthy development of basic education in ethnic minority areas.
