With the arrival of the era of knowledge economy,the role of human capital in economic development has gradually become a common understanding.The quality of the structure has become an important symbol of the economic development of a country and a region.Since the reform and opening up,the economic development of Liaoning Province has made considerable progress.In 2008,after the state policy support for the development of the central Jiangsu region,Liaoning Province has ushered in new development opportunities.In order to better seize the development opportunities and inject new vitality into the economic development of Liaoning Province,The key lies in "human beings".Only if we have human capital commensurate with the needs of economic development,can we serve all economic activities.Provide high-quality carrier and sufficient knowledge,intelligence,technical support.Based on Liaoning province and looking at the whole country,the course of development of human resource service system construction in Liaoning province shows that the construction of human resource service system is regular.These laws can be used for reference in the construction of human resources in other provinces.This paper mainly discusses whether the present situation of human capital in Liaoning province can meet the needs of economic development,which is the adaptation of human capital and economic growth.The adaptation of Human Capital and Industrial structure.The first chapter is introduction,including the purpose of this paper,literature review,research methods.The second chapter is the theoretical basis and function of manpower upgrading.The third chapter constructs the production model of four factors,including capital factor,labor force quantity factor,human capital level factor and technological progress factor.The production function of Liaoning province is obtained and the contribution rate of each factor to economic growth is calculated.Chapter 4 measures the suitability of human capital structure and industrial structure of Liaoning province by industrial structure,and finds out that the contribution rate of human capital and industrial structure of Liaoning province.The fifth chapter examines the current situation of the industrial talent supply in Liaoning province,and analyzes the main reasons of the brain drain in Liaoning province.Chapter VI is the policy recommendations.
