Internationalization of higher education is not only the objective requirement of the development of internationalization, but also the inevitable trend of the development of higher education, which continuously becomes the hot issues concerned by the government, the education circles and the academic circles. The level of internationalization of higher education, to a certain degree, is a important symbol to reflect the development level of higher education in one country or region. While the evaluation index system of the internationalization of higher education is now becoming a significant term to assess the level of internationalization of higher education in one country or region. Therefore, comparing the domestic evaluation index systems of the internationalization of higher education with overseas’, for improving the international influence of Chinese higher education and enhancing international competitiveness, undoubtedly have important theoretical value and of great practical significance.This paper is using six Chinese and foreign evaluation indexes of the internationalization of higher education as the breakthrough point, with the education measurement, the education evaluation, the system function theory and higher education development theory as the theoretical basis, comparing the six evaluation indexes and index systems through the micro, medium and macro aspects, which provides lessons for the development of the evaluation of internationalization of higher education.This article is divided into four parts except introduction and conclusion:the first part is applying education measurement, education evaluation to analyze the content validity and related factors of evaluation indexes, the second part is using the theory of education evaluation, system function to analyze the structure validity of evaluation indexes and index systems and their function, the third part is using the higher education development theory to analyze the growth development and development motivation, innovation mechanism and unbalanced development of internationalization of higher education reflected from the evaluation index systems, the fourth part is conclusion and enlightenment, summarizing from the micro, medium and macro aspects, on basis of which to provide suggestions for the development of the evaluation of internationalization of higher education.
