Top-quality course construction is an important component part of the national undergraduate teaching reform project of higher education implemented since 2003. However, in the process of top-quality course construction, there exists some misunderstandings and problems such as too much importance on its form instead of its quality; lack of innovation in top-quality course teaching; difficult access to and slow renewal of online teaching resources; or sometimes it is merely used as a demonstration of teaching coursewares or authentic records of classroom teaching instead of an online teaching platform.The top-quality curriculum appraisal index system is a component part of eduational evaluation, a comparative study of the top-quality curriculum appraisal index system belongs to the field of education meta evaluation. This paper explains in detail the definition and modes of educational evaluation, the definition and schools of education meta evaluation and the definition and basic viewpoints of course evaluation.A comparison of the national top-quality curriculum appraisal index systems from 2003 to 2009 leads to the conclusion that the educational executive authorities of the nation should incarnate its policy guidance by means of adjusting the items of indexes and their proportion, formulation of evaluative criteria and the integration of the above-mentioned measures.A comparison of the top-quality curriculum appraisal index systems of Shanghai University of Chinese Traditional Medicine, Xi'an Medical University and Yunyang Medical College finds that the frameworks of these three universities' appraisal index systems are consistent with the national top-quality curriculum appraisal index system, on the other hand, there are many modifications which are more precise and maneuverable.Based on the discussion of the above-mentioned findings, this paper draws the conclusion that universities should face the top-quality curriculum appraisal more actively, take construction as the dominant idea, follow the framework of the national top-quality curriculum appraisal index system as the guiding principle, make partial modifications to guide its own top-quality course construction and properly deal with the relationship between qualitative indexes and quantitative indexes.Based on the above conclusions, a tentative top-quality curriculum appraisal index system of Beijing University of Chinese Medicine is provided here for reference.
