The evaluation of Chinese Higher Education comes into existence in 1980s. During 20 years, the evaluation patterns have developed from initial government assessment to multiple forms. The subjects of evaluation extend to government, civil organization, society and colleges. The plural subjects attract a lot of critical attention, especially the college's ranking. The focus of debates is the evaluation index system. It is because of the index system's defects and imperfection that people lose confidence to the evaluation. Thus the evaluation can't reflect the state of Chinese Higher Education.Most academic studies to the evaluation index system concentrate on the irrational consequence caused by recent evaluation index. The consequence is a far cry from people's expectation, the reason of which lies in the neglect of inner relation between the evaluation index system and its evaluation design, system security, and spread mode of results. The thesis attempts to apply the theory of sociology of science to define two scientific standards: inner logical completeness and feasibility of practice, which is based on the scientific knowledge formed from sociological factors, abandoning the historian of science. The study of science of evaluation index system has to combine the evaluation subject, system security and the spread mode of results. The science of evaluation index system not only embodies in unification of quantitative and qualitative index but also demonstrates evaluation design, system security, and spread mode of results. Establishing scientific evaluation index system in conformity with national condition will actually reflect the state of Chinese Higher Education and enhance the development of higher education.
