Research On The Information Disclosure System Of The Colleges And Universities In Jiangxi Province

Since the middle of the20th century, the world especially developed countries contributed to a tide of the construction of a sunshine government. Most of the countries and regions have had the information legislation to protect the right of people. In the influence of the world trend and the expectation of social parties, our country enacted the "Publicity of Government Information Regulations" in2007.It effectively promoted our process of rule of laws. After the implementation of it for a period of times, people are not satisfied with limited domains of information publicity. Not only the governments but also the non state administrative organizations are asked to join it. In the background, the ministry of education formulated the "Ways to Publicity Information of Universities." in2010.The action expanded the information publicity to the field of education. It is an important measure the reform and development of the higher education. It is also an important symbol of improvement of the democratic and rule of laws in universities.Since the enactment is formulated, the universities and colleges all over the country are carrying out the work of information disclosure to some extent.Although universities and colleges in Jiangxi province obtain some achievements, there still exist some problems. For example, the overall level of information publicity of universities is not high; Lack of information publicity in important areas; Information publicity have made no substantive progress. In my point of view, the lag of construction of the rule of law is the main reason,which incorporates:In terms of concept of consciousness, the relevant personnel of information publicity,especially leading cadres, do not pay attention to the project,they are lack of law consciousness;From the legislative level, there are many defeats in the design of current legislation about university information publicity, much remains to be further completed;From the implementation of it,some relevant guarantee mechanisms about it are not fully established;From the supervision and relief of it, the current supervision and relief failed to play their functions well. These areas become the plight of university information publicity when we want to do better on it. So we may build a comprehensive safety net of the rule of law by strengthening the rule of law consciousness, completing legislation, establishing and improving the related safeguard mechanisms and the system of supervision and relief so as to promote the university information publicity.
