In the1980s revival of character education in the United States is and moral reasoning, values clarification and other contemporary differ from that of traditional moral education, moral education. The new character education is the main content of the specific value and content of main education method is a traditional character education.In this paper, through literature reading method, comparative method and history analysis on the character, character education and the new concept of character education and moral education network, on the basis of dialectical analysis, probes into the new character education of relevant practical measures. Simple sums up the basic situation of the new character education in the United States, discusses the new character education measures to construct the network moral education is to give full play to the schools and teachers’role in moral education, attaches great importance to the family to participate in, create character community and government support, measures such as establish contact system. Also analyzed the new character education effect of moral education network construction. Also emphatically discussed the significance to strengthen the construction of network moral education lies in improving the actual effect of moral education, and on the analysis of the new education network construction of moral education on the basis of successful experience, combined with China’s specific national conditions and the status quo of the moral education put forward strategies to strengthen the construction of network moral education in our country is that one is to strengthen research and propaganda, parent-school cooperative problem made the idea of parents and educators to change;2it is to set up from school to the parents to participate in school education system; Three is to provide the necessary government for parent-school cooperative government support and organization guarantee; Four is to strengthen the school and community, extensive use of various resources for moral education.
