Since the reform of higher education,especially The Enrollment Expansion in higher education in1999, it has trained a large number of outstanding talents in higher teaching institutions which has effectively promoted the rapid development of the national economy, institutions of higher learning has played a vital role in the economic development of China. In Higher education transition period, these phenomena are widespread:the shortage of talent, the lack of high-end talent and the overall quality of talent needed improvement, the new view of talent "to have,but not to hold" shows us that talent usage achieves a a relative Pareto optimal is the key to break the current talent bottleneck.This paper studies the question that how higher education can achieve a relative Pareto Optimal status from the perspective of management philosophy.On the one hand this paper discusses these fundamental problems of philosophy from the perspective of management,such as the principle of talent usage,the method of talent usage, the shape of talent usage,and on the other hand,it discusses the basic issue of management from the perspective of philosophy,such as the moral problem,the heart problem,the problem of human nature,and so on.It launches mainly from the following parts:The first part is the introduction, it mainly describes and illustrates the background,the significance and the research status of this paper at home and abroad.The second part introduces the relationship between the status of a relative Pareto Optimal and the usage of talents in higher education in China.Here,it introduces the Pareto Optimal theory and its basic characteristics so as to prove that the status of a relative Pareto Optimal existence only,and the way to the status of a relative Pareto Optimal is the Pareto improvement. and discusses conditions and paths for the realization of Relative Pareto Optimal and the relationship between talent usage and Relative Pareto Optimal.Then proves the possibility and reality of the use of talents can achieve the status of a relative Pareto Optimal through some theories about the usage of talents.In the third part,it focus on the realistic significance of that if the usage of talents in higher education in China can achieve a status of relative Pareto Optimal.We found that the allocation of resources in Chinese higher education is unbalanced due to different regions or universities.Therefore,it can not be measured with a unified standard. Each university must formulate talent developing strategies based on the practical status of themselves,that is the practical significance of this paper. The fourth one,takes Central China Normal University for an example,it explains some colleges and universities in China have arrived a relative Pareto Optimal state, the last part is the summary of this article.Finally,takes Central China Normal University for an example,it tries to analyze the way to a relative Pareto Optimal state for the usage of talents in Chinese universities.The Central China Normal University not only has its personality,but the common character just as other universities,so the study of its planning of talent development can provide reference to a relative Pareto Optimal state for other universities in China.
