With the development of the economy and technology, knowledge-based economy has been flourishing. In such a context, talented person, especially high-level person play increasingly important roles. Meanwhile, various countries focus on attracting the high-level person. However, our talent pool did not show synchronized prosperity with economic strength. In terms of training academic leaders with international standards, there is a big gap between China and developed countries. Therefore, series of talents scheme which focus on high-level person have worked out to enhance the competitiveness of our country’s talent and technological competitiveness. This paper studies and analyses the distribution of the scholars who was elected in national talents scheme through two levels of universities and disciplines. And then, this paper probes the impact of our country’s talent plan on universities.The study is divided into five parts. The first part is the introduction. In this part, the paper raises the question and explains the significance of the study on the base of documents. Meanwhile, the paper defines the basic concepts and illustrates the main method.In Chapter one, the paper illustrates the background and status of implementation about the Recruitment Program of Global Experts, the Recruitment Program of Global Youth Experts, Chang Jiang Scholars Program and the National Science Foundation for Distinguished Young Scholars of China. The paper also systematically describes why authorities work out these plans and how authorities carry out these plans.In Chapter two, the paper exhaustively illustrates the distribution of the scholars who was elected in above national talents scheme in the level of universities.In Chapter three, the paper summarizes and analyzes the distribution of inductees’discipline in the level of the first-degree subject and discipline category. The results are that the number of scholars who were elected in the three disciplines about science, engineering, medicine is more than the sum of other discipline. The first six discipline category in which scholars were elect are biology, chemistry, physics, materials science, mathematics and clinical medicine. Military Science is the only one discipline where nobody is elected.In Chapter four, the paper focuses on the numerical relationships of inductees’universities which are divided into three aspects that are level, region and type. The results are that selected proportion and numbers of inductees of985engineering universities are the maximum, and the proportion and numbers of inductees of common colleges are the minimum. The number of inductees of universities of eastern and central China universities is more than the number of universities of western China. The number of inductees of the universities under the direct leadership of the national ministries is the maximum.In the last chapter, the paper includes the distribution of inductees of the above national recruitment program. Meanwhile, the paper discusses the relationship between the above national recruitment program and university rankings, and analyses how the national strategic plan affects the distribution of the discipline category in which the scholars were elected.In Chapter two, the paper exhaustively illustrates the distribution of the people who was elected in above national talents scheme in the level of universities.
