We found a considerable part of the primary school students who communicate in English can’t express their views and feelings naturally and fluently in the English language teaching. Even "Dumb English" situation was caused by some students. This means that students exist certain barriers in communication which affect the students’oral English output in learning English. So it’s an important question for primary school English teacher to consider how to overcome students’output barriers in the classroom.Based on earlier study, I finish the following study, Firstly, observe30classroom teaching, secondly, make the questionnaires with the students and teachers to testify the outcomes before. Last, I offer some countermeasures to educational administration、 teachers and students. This study make investigation with teachers and students through classroom observation, questionnaire, interview to summarize oral English output obstacles of the current lower grade students. These oral English output barriers mainly reflected in language and non-language barriers two aspects: pronunciation and intonation, grammar, vocabulary, topic, environmental impact, psychology and so on. And then the author analyzes the reason about subjective factors and objective factors. For example, subjective factors include the students’ psychological, motivation and interests of students, the shortages of students basic language skills, lack of understanding about the cultural of English speaking countries, lack of initiative spoken English etc. Objective factors include the lack of language environment, too large class size, parents education level, teachers’ skill level and so on. The author puts forward to overcome the students’ oral English output problems from educational administration、teachers and students in the end of this essay.
