A Study On Ontario Higher Education Finance Policy In The21st Century

Canadian Higher Education in today’s global social attention, Ontario province is the first largest Canadian province, its higher education fiscal policy has its characteristics and advantages, these characteristics and advantages worth learning. At present, more and more countries will develop higher education financial policy and implementation as a more effective way to guide the development of higher education than administrative means, and status of higher education in the modern society more and more important, to spend more and more, how to make the limited funds to play a greater role, how to the fiscal policy of higher education of our country developed as an effective means for the development of higher education in China’s macro-contrdl, a series of problems that are the focus of our national higher education.This paper uses historical research method, comparative research method, literature method, history, to the Ontario province higher education fiscal policy are analyzed and introduced a comprehensive, objective evaluation of its, combine the history, current situation and problems of the fiscal policy of higher education in China, and strive for the future the development of financial policy of our country’s higher education provides inspiration and reference.This paper is divided into three parts:The first part: the development process of Ontario province higher education fiscal policy review. The Ontario provincial government and the Ministry of education acts as a clue, the Ontario province higher education finance policy is divided into four periods: the exploration period, development period, the adjustment period, stable period.The second part:introduces the present situation of Ontario province in twenty-first Century, the higher education fiscal policy. Mainly from the background analysis, policy, funding situation, policy effects and evaluation of these angles are introduced.The third part: the fiscal policy of higher education in our country and make the implementation process of the achievements and shortcomings, and put forward five enlightenments: the establishment of intermediary organization, establish and perfect the "appropriation three yuan" structure; the implementation of performance funding, the establishment of incentive mechanism of the higher education funding; improve preferential tax policies to encourage enterprises, education, personal, social groups investment in higher education; to establish a standard system of higher education financial transfer payment, to promote the balanced development of regional higher education; adjustment of the expenditure structure of higher education finance, support the development of local colleges and universities.
