The purpose of teacher performance evaluation is to promote the development of teachers themselves and to improve teaching quality. The compulsory education schools in our country started to implement the performance-based pay system in2009, which is based on performance appraisal. But now, there has been so many problems of teacher evaluation criteria and methods that the teacher performance appraisal in our country has not played a reasonable role in teachers’performance evaluation. To build a scientific and effective teacher performance appraisal system has become one of the most important tasks of the current education system reform.Performance appraisal system of experienced teachers in Ontario, Canada was proposed by some school districts in Toronto, Ontario in2001. Since then, the performance appraisal system has improved gradually and it has become more mature now. Performance appraisal system of experienced teachers in Ontario, Canada has some characteristics like high pertinence, diversified standard and legislative guarantee. By analyzing the teacher performance appraisal system of experienced teachers in Ontario, Canada, this paper aims to provide some successful experience for improving our teacher performance appraisal system.This paper includes six parts in total:Part Ⅰ:Introduction. This section includes the research reason, the core concept definition, literature review, theoretical basis, research design and methods, as well as the important, difficult and innovation points. This part aims at understanding this topic and analyzing the feasibility of the study.Part Ⅱ:Beginning with the background and the development of the teacher performance appraisal system in Ontario, Canada, and then analyze the whole procedure of setting up the teacher performance appraisal system. That is the background of the teacher performance appraisal system, the appearing of the teacher performance appraisal system, the formation of the teacher performance appraisal system and the revision and improvement of the teacher performance appraisal systemPart Ⅲ:Based on introducing the main content of teacher performance appraisal system of experienced teachers in Ontario, Canada, this part analyzes the content of it from the following scales, like its subject, object, goal, standards, and its evaluation process.Part Ⅳ: In this part, the characteristics of the teacher performance appraisal system of experienced teachers in Ontario, Canada are to be summarized. And then, this part draws a conclusion that the teacher performance appraisal system of experienced teachers in Ontario, Canada has the following characteristics, which are high pertinence, diversified standard and legislative guarantee.Part Ⅴ:Analyzed the implementation effect and the shortage of the teacher performance appraisal system of experienced teachers in Ontario, Canada.Part Ⅵ:In view of the current status and problems in our teacher appraisal system, this paper points out that we should construct and improve our teacher appraisal system with the following fields:the teacher performance appraisal should aim at the professional development of teachers, the development and implementation of the teacher performance appraisal should be guaranteed by the legislation, develop diversified standard for different teachers’ group, different parties involved in the teacher performance appraisal can promote the fairness of it, set up specialized agencies to ensure the teacher performance assessment carried out objectivity, update and improve the standard of the teacher performance appraisal according to the actual situation.
