Study On The Realistic Basis And Countermeasures Of County Community College Development In The Process Of Urbanization

Urbanization is the route one must take leading to modernization and a mostimportant way to solve the "three rural issues". The Communist Party of China andthe whole country attached great importance to urbanization construction. Since thereform and opening up, China’s urbanization process has been noticeably accelerated.In2012, China’s urbanization rate has reached to52.57%, basically reached the worldaverage level. On December12,2013, the urbanization work meeting requires us tobe people-oriented and promote human-centered urbanization, to improve populationquality and the quality of life of urban residents, to put the mission of promote thepeasants that have the ability to have a stable employment and living in towns so as toorderly Urbanization as a top priority. County Community College is an educationinstitution aiming at meeting the development of Urbanization, in order to transfer thepeasants serve primarily to provide vocational education and training as the maincontent. Besides, it also provides tutoring adult education, continuing education, andother social culture life education, it has important significance for promotingurbanization construction, improving population quality and serving the developmentof the county.In order to develop county community college and provides Suggestions forpromoting urbanization construction, this article uses the literature method, interviewsurvey, comparative research, case analysis and other research methods defines theconcept of County Community College under the process of urbanization, in-depthanalysis of the policy and economic foundation of County Community College,points out the problems existed in the development of the current Community College,related to school location, school forms, sources of funding, sources of students andso on. Besides, it also analyzes the operating mechanism of American CommunityColleges. On the basis of the early full analysis, research and comparison, this paperpoints out the restricting factors in the development of county community college,such as finite function implementation conditions, laws and policies are not perfect, construction of teachers is difficult, limited access to financing, for which targetedraised a clear function, accurate positioning, strong regulations, increased publicity,multi-party financing, guarantee fund, set up courses on demand, focus on vocationaltraining, multi-angle strengthening the teaching staff and other developmentproposals.
