The essential processes of a country's development are the urbanization andindustrialization. With the continued proceeding of urbanization and industrializationprocesses, more and more farmers are losing the soil which they ever lived on fortheir lives, and they have become the newly vulnerable group in this society.According to the survey, currently the number of there farmers is totally estimated of40 million to 50 million. That's to say, presently there is one farmer without soil inevery 20 farmers. For such huge figure, people will have to spend more timecontemplating on it.Farmer without soil represents that they will lose the basic ensurance of life andthey will be about to poverty. How about their living status after they lost the soil?Will they become such farmers who would have no soil for planting, have no postfor working and have no relation with the lowest life safeguard? How to vindicatetheir rights and interests? Will they become the cheaper labor for different areas'factories, which is likely to those cheaper one obtained by expelling farmers throughmovement of soil enclosures in the capitalist states? It's essential for us to discussthese series of problems. Currently, instead of debates on expense of taxation, thefocus of right vindication and resistance has turned to the soil dissensions in thecountry. The great leader, Chairman Mao, just as he said: "Who can win the farmerswill win the whole nation; who can solve the issues of soil will win the farmers".The problems of farmers losing soil is not only of "Agriculture, Farmers andCountry", but also is the same as the reemployment problems of those peoplewithout jobs in the towns, which is related to the reforms, development and stability;which is related to whether the industrialization and urbanization can be continuedsmoothly and whether the goal for fully constructing the society with a relativecomfortable life can be achieved on schedule.Combined with the studying of domestic and overseas scholars and the practicalsurveys of the writer, this thesis will be mainly for analyzing the farmers under the background of speedy urbanization process, and it aims to come up with somecountermeasures for solving the soil loss issues of farmers. It consists of five stages.The first part is expatiation of urbanization. It expatiates the concept of urbanizationand its influences on farmers. The second part is analysis of soil value. It speciallyanalyzes what's value and significance of soil to the farmers. The third part is aboutthe problems of farmers without soil in Shangrao County and the relevant reasons.Fourthly, it is the practices and revelation of solving these problems on those farmers.It mainly describes some measures for handling the problems in the foreigndeveloped countries and the countermeasures taken in the advanced areas in China.All of them will be used as a good reference. The last part is the analysis ofcountermeasures for solving the issues on the farmers without soil. On the basis ofdomestic and overseas measures, it comes up with the steps for solving those issueson farmers of Shangrao County.
