Energy saving and emission reduction has gradually become the inevitable trend of development of China’s power industry, which makes electricity industry more energy saving and efficient. It will face many challenges, but also pregnant unlimited opportunities. Thermal power plant project post evaluation can examine the finishing projects whether gains the expecting goals and benefits. It can proceed from a target completion of the project and operational objective scientific evaluation. Therefore, in the current energy saving environment, the thermal power plant construction of the project can not be foucs on the maximize economic benefits evaluation, it must also take into account the energy saving effect of thermal power plant after its construction and whether the project can reduce air pollution emissions, which can contribute to the power industry emission reduction targets and promote industrial structure adjustment and development of low-carbon economy. It has great practical significance for achieving China’s power industry emission reduction targets.This paper consider Liaocheng Power Plant second project construction as an example, which combined with emissions-reduction targets effect on the construction evaluation. From the perspective of the project of energy saving, the index system is built, and the FAHP model is used to calculate the results. In this paper the main research are as follows:first, Based on post evaluation and relevant theory, the status of the power engineering post evaluation is analyzed, and the necessity of power engineering in energy saving environmental evaluation are discussed. Second, The Liaocheng Power Plant second project’s backgroud are introduced, and the energy saving environment comprehensive evaluation index system is given. Third, Combination with the evaluation index system and the principle of fuzzy analytic hierarchy process, the results are obtained. At the end of pape, The proposal of the project is given, it helpful for making a rational decision-making to provide a reference for the construction of thermal power engineering and related research.
