The competition between enterprises in the final is core technology and core talent competition. How to attract and keep core talents with effective incentive means is the key part of human resources management in enterprise. For high-tech enterprises, it is necessary to keep and management the research and development staff who are the20%of core talents. Due to the special nature of work, especially for R&D team, how to carry out the wage and salary reform of R&D people is a big difficulty. The traditional salary distribution mode of project team didn’t effectively combine the salary design with the characteristics of project team and people, and lacked scientificalness and excitation. For this, this paper will conduct a systematic study of salary distribution design starting from the enterprises’management needs, trying to explore a suitable mechanism of R&D project team.At first, this paper analyses the characteristics of R&D project and R&D people to find out the research base and sticking point. Then based on analyzing the drawbacks in traditional pattern, this article has a in-depth study of incentive and restraining mechanism for income distribution of R&D project team. Taking R&D personnel as main body, this paper has a system design of new salary structure and describes each part in detail. Especially in the design of potency pay and project bonus, the core module technology is emphatically designed, such as project value evaluating model, project performance evaluating model, personnel performance evaluating model and team role assessment model. At the same time, this article puts forward the project bonus issue, elastic welfare system, etc. to resolve the R&D people’s lack of long-term encouragement and internal incentives.
