Total budget management plays a very important role in the management inmodern enterprise. It is a set of management methods and managementmechanism. Since the nineteen twenties the total budget management havestarted to use in Europe and the United States companies, and operatedrapidly in large enterprises since its introduction, obtained remarkableresult, accumulated rich experience. Total budget management whichcontrol to occupy an important position in enterprise, is the basic ofe performance evaluation and reasonable allocation of resources. Atpresent, in our country many large and medium-sized enterprises haveimplemented total budget management. It combined with strategy managementinternal control, resource allocation, performance evaluation become aimportant tool in business management, and has obtained the certain result.But, there were still quite one part enterprise which has established thetotal budget management system, did not gain good effect. Their systemhad many issues on system construction, budget implementation andperformance evaluation. They has seriously affected the comprehensivebudget management effect.This paper takes SL Company as the research object, combines the theorywith practice, carried on the analysis on the SL group implements thecomprehensive budget management and pointed out the existing problems,and puts forward suggestions. The article is divided into five parts. Thefirst part is Introduction, mainly introduces the writing background,purpose, meaning and train of thought; the second part is thecomprehensive budget management theory, mainly introduces the overallbudget management connotation, characteristic and function. The thirdpart is analysis on SL company total budget management system presentsituation. Introduced the SL company total budget managementorganizational structure, content, method and process, and the SL companytotal budget management analysis of the current situation, point out theproblem of existence, aiming at the existing problems, find the root ofthe problems. The fourth part is SL company total budget managementoptimization design, this part is the focus of the article, on the basisof the analysis, proposed SL company total Budget Management andoptimization, including the management process, preparation method,executive control, information system, evaluation system and incentivesystem6aspects. The last part is conclusion it is the prospects ofapplication in enterprises after the optimization of comprehensivemanagement.
