The advisory function of secretary is an important function of the secretarialwork. This paper will give a comprehensive and systematic study on the advisoryfunction of secretary, aiming at guiding the secretary work practice in a better wayand at the same time providing a better service for the leaders’ decision-making anddecision-implementation. In this paper, it is emphasized that the Secretary of theGeneral Staff should be closely centered on leaders, but at the same time should havetheir own principles—“Gengu”. Also, this paper proposes a specific thinking patternfor Secretary of the General Staff. Predominantly, it proposes the practicalmethodology and arts in advising and highlights the guiding role of theory to practice.In the introduction part, the research objective, research significance, researchmethods as well as research status have been briefly stated. In the main body part, it isdivided into five chapters. The first chapter starts from the basic concept of “advising”,investigating the interrelations and significance between “Secretary” and “Advising”from a historical perspective, and identifying the necessity of Secretary of the GeneralStaff and its specific connotation. The second chapter states the principles ofSecretary of the General Staff, emphasizing that secretaries should have Genguquality. The third chapter introduces the sociological concept of “Chang”, literallymeans “Field”, discussing the thoughts of Secretary of the General Staff. The forthchapter gives details in the specific methodology of advising. The fifth chapterpresents the arts in advising, based on realistic cases. In conclusion, the paper pointsout that the secretaries need to: closely centered on the demand of leaders, activelyaccumulate knowledge and research, putting themselves into leaders’ shoes andpaying close attention to the advising ways and means. In this way, the secretarywould be able to become not only a good advisory assistant to leaders but also anexcellent and qualified secretary.
