The Research On The Role Of Think Tank Of The Advisory Office In Local Government

Since the 19 th century,the emergence of modern Think-Tanks has gradually been valued by worldwide countries and played an important role in the country's soft power,because of it offered remarkable assistance for the decision making process.At present,China is in the transitional stage of social development,the situation of comprehensively deepening reform leads to higher requirements for the functions of Think-Tanks in all aspects,including consulting service in policy-making,enlightening the citizens,inspiring the talents and generating strategy.The report of the 19 th National Congress of the Communist Party of China pointed out that socialism with Chinese characteristics had entered a new era.Hence,new demands for the construction of Think-tanks are emergent.China has emphasized the cultivation of modern Think-tanks since the foundation of People's Republic of China.However,the efficacy of think tanks is still limited comparing to Western developed areas,because of its short life span.The characteristics of its advisory and United Front nature have become an important source of the function of the Think-tanks.Research on the function of think tanks in the advisory office has both theoretical and practical importance.We performed research on the local government advisory office.By analyzing its historical evolution and general functions,we studied the role and practice model of action of the Think-tanks in advisory office of Guangzhou.Meanwhile,we concluded that local advisory office could exert its value in the disciplines of public policy consultation,citizen feedbacks collection,offering talent intelligence platform and uniting front.In which,the policy consultation is the prime function of advisory office.As our study object,the advisory office of Guangzhou,we identified the critical factors involving the consultation function,including workflow,investigate procedure,decision makers,achievement conversion,external communications.Finally,we proposed advices including polishing the advisory organization management,improving consultation decision making,smoothening achievement transferring channels,emphasizing advisory office importance and strengthening inter-agency communications by referring to the American think tank experience.
