Cross between corporate culture and corporate strategy referred to the businessphilosophy which assumptions on the environment, objectives, advantages anddisadvantages of the corporation. The degree of match between the two will result in theeffect of the realization of such assumptions. When the alignment between culture andstrategy is relatively low, the culture is relatively weak, corporate culture will seeminsignificant, disrupt the strategic implementation. When corporate culture is relativelystrong, it will resistance strategic change. Only when both of them match each higher,that will form a good competitive advantage, resulting in superior performance. Anyorganization must contain values in the scope of the corporate culture of strategicthinking and strategic management in the framework of the dominant, which areembedded in the organization’s management model.The core issue of the strategic management is the alignment between organization’sresources and objectives, which determines the matching is the key to strategicmanagement. Whether corporate culture and strategic are matching, evaluated fromseven parts, leadership, strategy, customer and market resources, process management,measurement analysis and improvement and results of operations. The research idea is asupplement for strategic evaluation in which the corporate culture seemed as one of theresource. Excellent performance management model is designed to guide theorganization to form a scientific governance corporate culture. This paper based on thestudy of leadership, core competencies, learning organization, strategy evaluation,proposed the study of the corporate culture evaluation in producer organization orientedstrategic management, and analysis the characteristics of the production organization,establish the evaluation model and the index system, solve the index weight andcomprehensive evaluation algorithm. Finally through an application on aproduction-oriented enterprise in the country, verify the effectiveness of the study.Research work is demonstrated as follows:Firstly, the research findings of corporate culture at home and abroad, as well asstrategic management, producer organization, Performance Excellence Model, whichwill provide some references to design the corporate culture evaluation.Secondly, aiming at the characteristics of producer organization, the paperproposed the evaluation index system which is suitable for the producer organizations based Performance Excellence Model, OCQ and others, to analyze the organization’scorporate culture from the seven dimensions.Thirdly, by analyzing the variety of comprehensive evaluation method,an cultureand strategic alignment model(CSAM) on corporate culture assessment of the producerorganization based on the strategic viewpoint is first proposed to solve the problem. Andthen, the index weights and comprehensive assessment are solved by the Grid-FuzzyBorda Number and diffusion index method considering the impact of the different mainevaluation factors empowerment which is well handled.Finally, a case study in a producer organization which the corporate cultureevaluation system meets the enterprise’s requirements successfully. And the problemsexisted in the enterprise were found, some proposals to optimize its corporate culturewere presented based on the evaluation system.
