A Research Of Economic Transition Of Tongjiang County Of Sichuan Province

Since Adam Smith established the normal form of economics, the economists allaround the world have always been put it as a generally acknowledged truth thateconomy is an open system, and the main goal for economy research is to enhance thelabor productivity, to churn out more products and to provide more services. China,from1970’s to now, has already transferred from poverty to prosperity, fromrural-area-oriented to urban-area-oriented and from planned economy to marketeconomy. At the same time, problematic situations are still lingering in the social andeconomic development process of China, such as polarization in income distribution,low level in environmental protection governance structure. Thus, economic transitionnaturally becomes a major concern of China’s central and local governments. China’sTwelve-Fifth Plan has emphasized the function of regional planning practices, and the16th CPC National Congress has also proposed the plan to strengthen economicdevelopment in county level. As an result, county territory economy is now in thespotlight of eco-economics and regional economic transition.This paper, after related literature searching both in domestic and foreigndatabase, has summarized related theories of regional economics, ecologicaleconomics and economic transition, and concluded the relations among them. At thesame time, a theoretical analysis framework for economic transition has beenproposed, and on which a comprehensive evaluation indexes systems have beenestablished specially for regional economic transition research. Based on thesocial-economic status of Nixi Township and Nuojiang County, the author hasconducted a case posive research; Based on the social-economic statistics ofTongjiang County from2005to2012, the author conducted a mathematic positiveresearch of Tongjiang County. Both positive research work has lead to a qualitativeand quantitative analyse of the values of eco-economic transition potential and thecoordination degree on sustainable development among the sub economic systemsof Tongjiang county in Sichuan province. At last, related policy suggestions, based onliterature review, theoretical analysis framework building and the result of thequantitative practices, will be correspondingly proposed to support localeco-economic transition.
