Recently, the duration object of project in resource constrained scheduling problemfield has been studied by many scholars. But resource with time limit has not yet beenpaid extensive attention. In the management of project supply chain, the rental device hasbecome more and more important resource. With the great change of the equipment rentalmarket, it is necessary to fully consider resources with the lease time constraint in theproject scheduling.In this paper, resource-constrained project scheduling problem of a single devicehave been studied. Costs of the project include static cost, dynamic cost, bonuses and fines.In order to establish a mathematical model of the project scheduling problem with timewindow, characteristics of problems and resource with time window have been analyzed.And then, algorithm based on priority rules with backwards right shifted operation havebeen designed. The overall design of the algorithm combines the features of problem andthe particularity of resources with time window. The priority rules, related toproject parameters and resource factors, have been designed. And the local right shiftedoperation is used in solving the problem.Examples from the standard case library with30activities have been calculated.Resource with time windows at different levels has been analyzed. Meanwhile, theperformance of the project cost and the priority rules have been elaborated. The resultshows that the scheduling algorithm based on priority rules backwards shifted to the righthas solved the problem effectively, and the priority rules related to cost factors havesignificantly improved performance after the right shift operation.
